From 1965 to 2004, the US spent $17.3 billion on global population control, mainly through two criminal organizations, USAID and the United Nations Population Fund.

To conceal the U.S. actions aimed at controlling the population of developing countries and to avoid being accused of imperialism, NSSM-200 specifically stated that the U.S. would implement this plan through the United Nations and various non-governmental organizations, such as the United Nations Population Fund (UNFPA), the United Nations Children’s Fund (UNICEF), the World Health Organization (WHO), the International Planned Parenthood Federation (IPPF), the International Monetary Fund (IMF), and the World Bank. The Red Cross should also be included, as Frederick Osborn had worked there and was familiar with its operational model. Additionally, after retiring, the director and deputy director of China’s National Family Planning Commission also took positions at the Red Cross. The U.S. also encouraged individuals and organizations to make donations. Many American foundations and individuals, such as the Ford Foundation, have been enthusiastic about funding family planning and population research in developing countries like China. More recently, the Bill & Melinda Gates Foundation has also joined these efforts.

On May 28, 2009, The Wall Street Journal published an article titled “Billionaires Gather to Discuss Overpopulation”, reporting that numerous billionaires attended a secret meeting in New York. Participants included David Rockefeller, Bill Gates, Warren Buffett, and others. One of the key topics of discussion at this highly confidential meeting was “slowing global population growth.”

It is estimated that between 1965 and 2004, the U.S. allocated a total of $17.3 billion to control the population of developing countries, primarily through the U.S. Agency for International Development (USAID), followed by contributions to the United Nations Population Fund (UNFPA).

This secret was kept for 15 years until organizations associated with the Catholic Church took legal action, ultimately leading to the document’s declassification in 1989. It was not until the 1990s that scholars were able to study it.

美国USAID等资金不仅资助计划生育，而且主导了中共审查封杀不利于计划生育的言论。在东北，早在所谓开明的“胡温”时期，就有本地学者因抨击“计划生育”被开除公职并遭到残酷镇压。
