“学习强国”、“韬光养晦”、“一带一路”，这些词汇怎么翻译才能让外国人体会其中的内涵？

學習強國：With Xi's words we are strong.

韜光養晦：Conceal the agenda. Prepare for the moment.

一帶一路：Global Silk Road Initiative.

以前我问一个翻译，为什么中国政治词汇不翻译地道一点，比如信访局，为什么要直译“Letters and Calls Bureau”，而不参照欧美类似物翻译为“Petition Bureau”，还要什么什么管理局为什么不叫“Authority”要叫各种“Administration”

他说，最字面的直译政治上最安全，“Letters and Calls Bureau”里面letter是什么call是什么让外国人自己来领会，你翻译成Petition，外国人以为真的是有petition的职能，那就不好了。

不要低估外國的中國通對中文的理解，以「韜光養晦」為例，國際上常見的英文翻譯有：
hide one's capabilities and bide one's time=隱藏實力，等待時機
hide one's ability and pretend to be weak=隱藏實力，假裝弱小
hide one's ambitions and disguise its claws=隱藏野心，偽裝利爪
說明別人理解了「韜光養晦」的內涵，並非支共所宣傳的「keep a low profile」。
